The purpose of the workshop was to explain, to interested parties, IFC’s policies and perspectives on environmental risk management by financial institutions, and to demonstrate international best practices in environmental risk management. Senior Consultant, EBRD multi-year Framework Contract to provide Technical Assistance (TA) to support the development and implementation of environmental due diligence procedures within FIs in the countries of the former Soviet Union, 1998–2000. Under a sub-contract to Dames & Moore, Inc., provide FI institutional analysis to assess current risk management procedures, and local regulatory analysis to characterize the local environmental framework. Also, designed and delivered interactive training in the use of those procedures by investment staff at the Silk Road Investment Fund. Client: European Bank for Reconstruction & Development.

Consultant, Central and Eastern European Infrastructure Resources (CEEIR) Fund (Warsaw); 1997–present. Serves as a consultant to the Fund Manager and Chief Investment Officer of this ECU 22 million venture capital fund established to invest in commercial entities serving the environmental and energy infrastructure sectors of the transitioning economies of Central and Eastern Europe. Supports the environmental due diligence process, including environmental audits and assessments, related to prospective equity investments. Client: Mees-Pierson/ABN-Amro.

Consultant, Technical Assistance (TA) to the Agricultural Bank of China (ABC) to incorporate environmental due diligence procedures into commercial lending practices. 1996–97. Responsible for the environmental due diligence (EDD) component (3 man-months), of a two-year program to introduce western environmental due diligence procedures into ABC’s commercial lending activities. Performed environmental regulatory and liability analyses; institutional analyses, including organizational structure, policy and operational procedures; developed EDD training materials for, and delivered training in the use of EDD procedures and environmental audits and assessments to, both ABC’s training staff and credit officers. Client: Asian Development Bank.

Consultant, TA to provide technical, market and environmental compatibility information on prospective venture capital investment opportunities in Central Europe; 1996. Assisted the investment bank, Mees Pierson EurAmerica (Prague), to identify and screen potential investment opportunities (deal flow). Analysed the technical and market feasibility of, and conducted environmental due diligence on, selected business opportunities in Central Europe, to identify those which meet the investment criteria of venture capital investors. Client: European Union (PHARE).

Consultant, Technical Assistance to FIs in Central Europe; 1994–Present. Provides institutional and regulatory analyses, and management training in environmental due diligence, to FIs. Assignments included FIs in Poland, Romania Byelorussia, and Slovakia. The objective is to strengthen the environmental due diligence capabilities within FIs. Client: European Bank for Reconstruction and Development (EBRD).

Consultant, Technical Assistance to Komercijalna Bank, Skopje – Macedonia; 1995. As a sub-contractor to Coopers & Lybrand, provided regulatory and legal analyses of environmental liability issues for EBRD financed investments and delivered environmental due diligence training. Client: EBRD.

Project Manager, Analyses of the Effects of Regulatory, Political, Economic and Social Factors on the Environmental Products and Services Sectors in Central Europe, 1994. Assessed the environmental regulatory fabric, environmental industry structure, and emerging environmental business opportunities in Poland, and the Czech and Slovak Republics. Evaluated domestic and foreign environmental investment and industry employment; identified impediments to the growth of, and barriers to entry to, domestic environmental markets; and discussed environmental policy issues related to enterprise development and industry expansion. Project Manager, Evaluation of Environmental Due Diligence by EBRD Financial Intermediaries (FIs) in Central Europe – A Pilot Program, 1994. Evaluated compliance by Financial Intermediaries with EBRD’s environmental due diligence requirements. Evaluated exposure to environmental risks and potential liabilities, and identified constraints and difficulties where EBRD could provide technical assistance and training to improve FI due diligence procedures. Client: EBRD.

Resident Environmental Advisor – Central Europe, 1992–93 (Warsaw). Served as liaison between U.S. providers of environmental goods and services and the domestic suppliers in Central Europe. Assisted senior managers of local environmental firms to access sources of technology, equity capital, and strategic partners. Coordinated efforts with local regulatory agencies to assure compliance with local environmental regulations and standards. Client: US AID.

Sectoral Analyses of the Environmental Industries in Central Europe, 1991. Supported US AID’s efforts to assist institutional capacity building and restructuring of environmental sectors in Poland, Hungary, and the Czech and Slovak Republics. Analysed environmental policy, legislation, and regulations, evaluated domestic institutional and private sector capacity to address priority environmental issues in each country, identified barriers to developing locally supplied solutions to environmental problems, and recommended appropriate US assistance to overcome those barriers.
